The Registrar, Cooperative Societies, appointed by the Lt. Governor, Delhi under Delhi Cooperative Societies Act, 2003, heads the Cooperative Department and plays a pivotal role in monitoring the functioning of Cooperative Societies registered under the Act. The Lt. Governor also appoints other persons to assist the Registrar and has designated them as Joint Registrar, Deputy Registrar, Assistant Registrar and other field/ministerial staff. 
The Office of the Registrar is working on 08 Sections  headed by Assistant Registrar level Officers. Each Section handles the matters of various cooperative societies on the basis of their registered name . All issues concerning in particular society are examined at the Section level only.

Method of dealing with complaints:

When a complaint is received in the Cooperative Department, it is examined in the concerned branch/section. If need be, the comments of the concerned society/official/non-official is called for. After examination, if required inspection u/s 61 or inquiry u/s 62 or surcharge proceedings u/s 66 are ordered by the Registrar. If the complaint falls within the purview of Section 70/71, the complainant is accordingly advised to file Arbitration case.

The Office of Registrar Cooperative Societies (RCS), Delhi is situated at Parliament Street, New Delhi. This office facilitates the voluntary formation of the cooperative societies on democratic principles as people’s institution based on self help and mutual aid to promote their economic and social betterment. The governing act of RCS office is Delhi Cooperative Societies Act, 2003 and its relevant rules called Delhi Cooperative Societies Rule, 2007.

The organizational structure of the department consist of Registrar Cooperative Societies as the head of department with Additional Registrar, Joint Registrar, Deputy Registrars and Assistant Registrars are there to provide necessary assistance in the implementation of the governing act and rules. Besides there are supervisory officers at the level of Section officers, Account officers and subordinate officials at the level of ASOs, Senior Assistants, Junior Assistants etc. 

The RCS office today mainly deals with cases of Housing Societies, Cooperative banks and Credit and Thrift societies though there are other types of cooperative societies also registered with this department. There are total 12 types of societies which are registered with the Registrar of Cooperative Societies, Delhi. More than 6000 societies are registered with this department. The major work of the RCS office includes resolution of disputes in terms of section 70 and 71 of the DCS Act, conduct of enquiries u/s 61, 62 and 66, taking decision regarding membership of housing societies and registration of thrift and credit societies. Routine works includes appointment of Returning officers for elections of societies, appointment of Administrators where Managing committee of society is not performing, to get the timely audit of the societies and appointment of Arbitrators including extension of tenure of aforesaid officials. It may be stated that a large number of court cases in the Hon’ble Supreme court, High Court of Delhi and other courts and DCT tribunal which are defended as a routine of the working.

Apart from above this department is taking updation of the societies registered in the portal of Ministry of Cooperation, Govt. of India and taking others steps in compliance of the instructions and directions received from Government. 


Financial Assistance under the State Plan Schemes and the Centrally Sponsored schemes

In order to promote the activities of the Registered Cooperatives Societies, the Cooperative Department have prepared many schemes which are in vogue in respect of sectors, such as, women welfare, SC/ST, Thrift & Credit Societies, Primary cooperative stores. The eligible societies are given the financial assistance under the following State Plans schemes and Centrally Sponsored Schemes:
